From the President
 

Hopefully the cold weather is now behind us and we can look for better days to come. As we walk or drive around the neighborhood we must keep our eyes open to the many things that are going on. For example junk cars in the back yards, people selling cars from the driveways, trash being piled up on the streets, and motorcycles speeding down the streets. 
 

We cannot wait for others to do the work for us if we want to keep our area clean and safe. It only takes a phone call to do it. So far we have been very lucky, even with the decrease of the police force due to the police lay offs. We must work together with the community police so they can in turn do their best to help us feel safe. As your president I will do my best to take care of problems in our area and to keep you informed of anything that is happening. Let's work together and help each other to feel safer. 
 

Meetings

The next Board meeting will be held on April 2nd at the Children's Study Home, 91 Old Acre Road at 6:30 pm. Please try to attend. 
 

Membership meeting will be held on Tuesday April 15th at the Church in the Acres at 7:00 pm our guest speaker will be Dr. Capri, President of Western New England College. I hope to see you all there to learn more about the new developments at the college. So far our meetings have been well attended, and a lot of information has been passed out to our members. I hope this trend continues. 
 

Library Appointment

Congratulations to Helen Boyle on her appointment to the library committee board as a representative from the Sixteen Acres Civic Association. Helen is a very dedicated person, and we know we will be well represented

AARP Meeting
 

AARP meeting will be held on April 3/'03 at the Good Life Center 1600 West Columbus Ave in Springfield at 1:00 pm with refreshments being served. The guest speaker will be Mr. Charles Spencer a very well known radio talk show personality. Come and join us for an interesting afternoon. As always the public is invited. 
 

Helen Boyle and Clodo Concepcion are very busy working to finalize the decision to bring the new Senior Center to Sixteen Acres. 
 

Dues Increase.

We all know that the price of things keeps going up, including what it costs to keep our Association going strong and staying up to date with inflation. Our records indicate that the Association dues have only been increased once since the organization was formed and that increase took place 12 years ago. 
 

In January Clodo proposed that the dues structure be reviewed, and in February a committee was appointed to look in to the matter and to report at the March meeting. An extensive discussion ensued. After due consideration, the membership voted by a majority to increase the dues as follows: 

For a household of one single person the dues will be increased by two dollars, to a total of twelve dollars a year; 

For a household of more than one person the dues will be increased by four dollars to a total of fourteen dollars a year. This increase will be effective when the dues become due for 2003-2004. 

 
Goodwill Store
The Goodwill Store on Parker Street is open, and contrary to rumor, is not closing. It is sharing space with the Family Dollar Store which will be ready to open in April

 An Open Letter to the City with Regard to the Future of Sixteen Acres Center

Dear Sirs:
 
Recent newspaper articles indicate that drastic changes are coming to the Sixteen Acres center
commercial district including the closing of the Big Y Supermarket and Bernie's HOT.
 
While these closings are clearly a loss to the neighborhood, we also see them as an opportunity
for improvement. One obvious improvement is the removal of the large non conforming signs
associated with these businesses.

We call your attention to §1813 of the Zoning ordinances:

Section 1813. Non-Conforming Signs.
Any non-conforming sign legally erected prior to the adoption of this Ordinance may be
continued to be maintained and repaired and the copy thereon may be changed. Such a
sign shall not be enlarged, redesigned or altered in any way, other than normal
maintenance and repair, UNLESS it is brought into conformity with this Ordinance.

The exemption herein granted shall terminate with respect to any sign which

1) shall have been abandoned;
2) advertises or calls attention to any products, businesses or activities which are no longer carried or sold whether generally or at the particular premises; or
3) shall not have been repaired or properly maintained within sixty (60) days after notice to that effect has been given by the Building Commissioner.

We hereby request that no permits be granted or extended for these signs and that the owners be
required to remove them promptly after the businesses cease operation.

Furthermore, we would ask that a meeting be convened at which preferred future use of these
properties can be discussed. We note that the numerous curb cuts associated with these
businesses and their neighbors has presented a traffic nightmare and their closing presents the
opportunity for improvement. We look forward to working with the city and the property owners
to make this neighborhood shopping district more attractive, functional and profitable to the
future tenants.

Hydrogen powered automobiles fuel of the future?
 
I don't think so. The reason I do not think so is the high cost and long duration of time and money building a system that will supply the consumer with the services he will need. Different technology for the mechanics and for the fuel service outlets.
 
In addition the Hybrid (gas/electric) will never be acceptable due to the limitations of speed and distance attainable without stopping for recharge from a public access 'plug-in'.
 
The logical alternative to gasoline is Diesel. You may say that the USA tried diesel cars and they were problematic and smelly. We maybe they were but now that we have passed 100 year mark of the invention of the Diesel engine a lot of R & D has gone into the next generation of passenger car Diesels. They are much more efficient and much more reliable. They are much safer than gasoline (you never would have to fear that someone at the gas station using the next pump could or would accidentally ignite the fumes by static electric discharge) ending your life.
